Is it correct in a proceeding for divorce, judicial separation or restitution of conjugal rights the respondent can file a counter claim for decree of nullity but in a proceeding for decree of nullity the respondent cannot file a counter claim for divorce, judicial separation or restitution of conjugal rights?

Please clarify with reference to S. 23A of Hindu Maarriage Act 1955.

No, it is not so.
In matrimonial proceeding of any kind the other party cab claim for counter claim of any nature.
