Public notice imp during & after valid period

when the industrial property is intended to purchase,and preparation of the agreement of sale is subject to the public notice, public notice is given in the leading newspaper ,how it protected the interest of buyer ?
if after certain period from the issue of the public notice,any person or govt officer demand the arrears ant right ,how extent is it going to justify?

To purchase a property one need not give any public notice.
It is done as abundant precaution.

please elaborate?
after expiry of 15 days of the public notice given in the news paper, if any govt authority or other than govt officer standing for the dues on the proerty,what will be validity and how the purchase deal affected?
