How Educational Institutions in India can be setup under Section 25 of the Companies Act?

yes, it can. For this take services of Company Secretary.

If the company is having its main object to run a educational institution referred in S.25 of the Companies Act, the company can start educational institutions.

But, it is suggested to start a school under a society banner or Trust banner.

You can consult an auditor or Company secretary for more details.
