Passport for mentally challenged person

Can anyone have complete knowledge on the issue, kindly enlighten as to the manner and method for obtaining an Indian Passport by a Mentally Challenged Adult who is illiterate. Whether his Parents can make the application after affixing his Thumb Impression on the Passport Application or any other way. Further, what are the documents required, any kind of Affidavits to be Sworn in by the Parents,etc., in details. No guidelines are available from the Websites of Ministry of the Government of India and also from Psssport Offices. Therefore, this request for urgent help please. THANKS IN ADVANCE.

It would be advisable for you to make a personal visit to the Regional Passport Office which is nearest to your place and get the complete and comprehensive information.
Before visiting, obtain one Application form, go through it, note down all your query/doubts in respect of any Column where you have to fill up the information, signature place etc.
Then it will be easy for you to ask all the queries without omission and to obtain the needed information from the RPO's office.

Since the Passport Office is located at far of place it is difficult to have personal visit and it was therefore that this query was specifically addressed to ANYONE HAVING DOMAIN KNOWLEDGE OF PASSPORT AUTHORITY PROCEDURES AND EXPERIENCE OF DEALING WITH SUCH ISSSUES TO GIVE GUIDANCE. However, unfortunately, required help from EXPERTS is yet to come. MAY I REQUEST SOMEONE HAVING KNOWLEDGE ON THE ISSUE TO REPLY PLEASE rather than giving useful advisories.
