Permanency in Public Sector Undertaking

Sir,
I want to know that "Is there any rule one person is tobe a permanent staff aftering working the exact period in PSU?" Kindly reply.

In what capacity he was working? If he was working as apprentice then the supreme court has made it clear that getting permanent position in the working place under Apprenticeship Act is not a right. If for the last so many years he was working under the assurance of permanent induction then he could file a Writ in the high court under the Rule Of Legitimate Expectation which though widely recognised in USA and UK but not ignored totally in India either.
