Legallisation of a shop

There is a shop of xerox center in the campus of Grant Medical College, Sir JJ Group of Hospitals, Mumbai, I wanted to know whether its legal or not, so filed RTI, and in response got some paper- the fee receipt, letter from mantralaya - Secretary etc to give him place and allow to do business. Are these enough to call the shop legal or in other words what the requisite conditions that need to be fulfilled to call a shop legal?

In a Public/ Govt premises /Hospital /Collages there will be several requiremtns , one such is the Xerox Center/Type writers /Publci Telephone Booths / tea stalls /these will be permitted by the said premises Authorities and then they have to pay the local body licence fee and other taxes /fee et .Even on Road marigins the Local Bodies will permitt the pan Dabbas and Hackers and other small retail Vendros . These all the things with the permission of the premises owners /Muncipalities et
in thsi case the the Licence fee receipt is there & Mantralaya permision for place is there , it appears it is with due permission and legal!
