Sir i have copy of voter list which shaows that a govt employee of punjab is enrolled as voter in the state Punjab for the past 10 years and the same Govt. Employee is also enrolled as voter in Haryana for the past 8 years. I want to complaint against that Govt Employee . So please tell me that whether this is a criminal offence and under which section and to whom shall i complaint. Tell me that police can registered FIR against that Govt. Employee. Please help me

I think you should always try to do good things, rather than trying to create trouble for anybody and that too when you are not directly involved or concerned.
(Probably you may not like to hear what I have said, but I am saying this whether or not you take it in right perspective.)

श्रीमान असल में मै करप्शन के खिलाफ RTI डालता रहता हु जिस कारण कई अफ्सर मेरा नुक्सान करने की कोशिश करते है इस सरकारी अफ्सर ने भी मेरा काफी नुक्सान किया है इस लिए मै ऐसा कर रहा हु दूसरा यदि उस सरकारी अधिकारी ने दो जगह वोट पिछले दस सालो से बनाई हुई है तो क्या यह सही काम है यदि गलत है तो फिर मुझे होसला देना चाहिए आज कल समाज में करप्शन लोगो के चुप बैठने के कारण बढ़ा है

I endorse the views of Shri Anirudh, as your intention seems to be of taking some revenge.
Anyway, even your query has no relevance, if you don't have any evidence of voting by the employee in two different states. The title of your question, "double vote Offence," is misleading, while the body of your query states about double listing in the voter list.
There is a difference in double voting and double registration in voting list. Offence is double voting. Doble registration without double voting has no relevance.

Whether the employee has voted at both the places?
Whether he has specifically applied for vote at both places or the same was entered in the list in routine procedure?
Have you any proof that the employee was aware of the fact hat he has vote at two places?
Whether the employee was specifically responsible for his voting at two places?
