My brother was married and has no child but my sister in law want the property which is my parental property in which she wants share and my mother doesn't want to give her. How can be it solved?

In whose name the property is?
If it is in the name of father and father is alive, she or any other can not claim any share. Owner of the property can sell / gift / mortgage / bequeath a will of the property, no one can object.
Even if father expired intestate, she has no share in the property, she is not a class I legal heir of your father.

She is Your sister in law is also obviously Legal Heir of your father with Legal Rights which can not be Refused.A Legal suit by her would fetch her the Legal Remedies

As she is brother's widow she can claim his share in the property of his father.
