In 1990, a sale deed was submitted for registration to Sub-registrar office. Due to some reason, the registration was not complete, only part payment was done then. Following are the queries:
1) Can the registration be completed now and made valid by paying the stamp duty and fine?
2) If the documents are submitted for registration but is pending due to some reason, can Legal heirs of the Owner then sell the property to the other people?
3) If yes to 2, can it be challenged in Court?

In what way you are concerned with the case?
Moreover, your queries are irrelevant in the absence of the conditions of agreement for sale as well as the other background information, like the reason for non accomplishment of the sale deed. Mere mention of some reason has no logic.

U need to mention why it was not registered?
Ur relation with this problem?
To complete pending document there is limit of time span for 6 month not more than that.

Ans: Yes, if seller agree to it.
2) If the documents are submitted for registration but is pending due to some reason, can Legal heirs of the Owner then sell the property to the other people?
Ans: What are the reasons. Non registration is no title / no sale. owner can sell.
3) If yes to 2, can it be challenged in Court?
Ans: Every deal can be challenged, decision would be on merits.
