Dear Experts, thank you very much for your reply.
The problem is, i have purchased a property in January, 2014, in a village of Karnataka and i don't belong to that village, i have submitted all the documents, applications and tax receipts for the mutation but RO of municipality is not giving the mutation order as they are saying i have to pay mutation charges which is 1% of government rate of house and property tax which will 18% extra now of last tax i paid.
Please let me how can i check the accurate charges, rate and tax.

You can verify the rates applicable for the purpose by going through the web sites containing the said details or make a personal visit to the concerned authority's office, enquire the same from the officials ignoring the agents or brokers or middlemen or touts.

sir can you please let me know websites where i can visit and know the rates.
i have been to authority's office to enquire but they are saying same(mutation charges 1% of government rate of house and property tax 18% extra now of last tax i paid)
