About banking act

If suppose Banx XYZ has ABC consumer from 2011 & still today bank doesnot provided passbook to him or in his hand is it a defficiency in service or not.

Your own query is deficient in information when you don't say whether the bank provides for any monthly/quarterly statements of debits/credits/ balance or not.

There will be no deficiency in service on the part of the bank, if the bank provides monthly/quarterly statement of transactions alongwith balance in the account by post/ courier or email in lieu of passbook.

I mean enen after 1&1/2 year bank has not provided account passbook in that persons hand after opening an account

Your information is still incomplete as per my query. Without proper information, any opinion can go wrong. Further, please intimate, if it is a savings account or current account. In current account case only monthly statements are provided by the nationalised banks.

if the account holder has applied and bank denied to provide him pass-book, only then this may come within the ambit if deficiency in service.
