Decision of sic not followed

Sir,
I filled second appeal to get certified copies by RTI Act 2005 against University.
SIC ordered to provide certified copies of answer sheets but University not replied within the time limit of 21 days. Now I want to know where I can approach like Consumer Court or where i can complain of this.

From your query, it is not clear whether 21 days period was prescribed by SIC to University for furnishing copies of answer sheets. If so, when the given time period is over, you can file a petition before SIC, under section 18 of RTI Act, for inquiring into the matter. SIC, while inquiring into the matter under s.18, has wide powers as under CPC for taking trial even.Penalities as per section 20 can be imposed against SPIO of University which shall amount to Rs.250 each day till furnishing of information and even his removal from the office can be recommended to University. Quoting the above provisions, you may send a notice enclosing SIC orders as well to SPIO first and call for infomation within 2 days and if there is no response, may take up to SIC, in which case harsh actions would have to be faced by SPIO of University.
