death in industrial accident

Dear sir,
My friend expired with more than 90% burning in industrial explosion.there were 10 people with more or less same condition. By any newspaper source I got to know that the fir has been reported against all 10 stating that they were responsible. now in industry situation seems to be normal .
Sir I need your advice in this case.

Sir, my query is they (friend &team) were simply following their seniors instructions and lost their lives. How they can be blamed for incidence. I suspect company will disolve the matter with mere compensation. What legal action can be taken to get justice?

Your friends relative may lodge FIR / direct complaint to Magistrate against management / senior.

Has the management informed labor commissioner?

The family may inform police under proper acknowledgment.
