Recently due to demonetization, the govt had declared no surcharge on Debit cards would be levied at anywhere till 30Dec2016, yet Rs.11.50/- surcharge was debited on my debit card on filling a petrol of Rs.300/- at the petrol pump. Where to complain against this? What legal measures can be taken?

The surcharge is levied as per programme fed in computers handling online transactions.
Write under proper acknowledgment to CC company.

If the machine installed at Petrol Pump is not from CC company; then you are likely to get reply that it is not levied by it.
Hold your ground that it is reflected in bill issued by CC company and it should act to reverse.

Keep the Bill and Debit Card Slips Safely.Take the Copies of the Same and Enclose it and Serve a Legal Notice to the Concerned Petrol Bunk and they would come for a Compromise.

Send e-mail to concerned Bank, petroleum Company (BP, HP or IO) and if address available to concerned petrol Pump to refund the amount. Mention details of bill and GOI notification.

1st thing first; Write to CC company under proper acknowledgment.
