Service bond and contract

Which govt institution,ie labour commissioner office etc. need monitor the contract or service bond made by employer and employees in india.
What will be happen to those contract or service bond is not intimated with these office

It is felt that this is private, individual decision.
Prior intimation to any office/authority of the govt is not warranted.
Unlike is some cases of other matters e.g; Termination of employment by employer copy is to be sent to office/authority of the govt.

In case the rights of employees are infringed upon by a private agreement even if termed Bond that is unreasonable, unconscionable and employee whose rights are infringed upon can approach court of law.
