S0ciety is not issuing maintenance paid receipt. should i stop paying further maintenance to them.

I AM RESIDING IN A 30 MONTHS OLD APARTMENT AFTER REGISTERING A SALE DEED. INITIALLY THERE WERE SOME ISSUES REGARDING DRINKING WATER, ELECTRCITY, ELEVATORS, SWEEPER, WATCHMAN SERVICES WHICH WERE NOT PROVIDED BY THE BUILDER. IN THIS CONNECCTION I HAD REGD A POLICE COMPLAINT AGAINST THE BUILDER APOINTED WATCHMAN 2 YRS AGO. A YEAR AGO OC HAS BEEN OBTAINED N THE SOCY HS BEEN HANDED OVER TO THE RESIDENTS. THE SOCY IS NOT ISSUING A RECPT FOR MAINTENANCE PAID TO THEM ON THE ADVICE OF THE BUILDER, THAT I HAVE NOT TAKEN A LEGAL POSSESSION OF THE FLAT. HE IS DEFAMING ME AND THE SOCIETY IS DEMANDING A POSESSION LETTER, WHICH THE BLDER HAD NOT ISSUED ME ON THE REASON THAT OC WAS NOT ISSUED WHEN HE HANDED OVER THE POSSESSION TO ME.
FOR THE LAST TWO YRS I M PURCHASING MINERAL WATER, N USING THE STAIRCASE FOR THE DAILY USE. I M A HANDICAP PERSON, THE DOCTOR HAD ADVISED ME AGAINST THE USING OF STAIRCASE. BUT FOR MORE THAN 18 MONTHS I HAD TO USE THE STAIRCASE BCOZ THE ELEVATOR WAS NOT INSTALLED. THIS HAS DETERIOTED MY JOINT MOVEMENTS N ELEVATED MY KNEES[OSTEARTHRITIES].
MOREOVER THE BALCONY IS LEAKING FOM THE TOP FLOOR. ALL ELECTIRICAL FITTINGS ARE CRUMBLING, THE ELECTRICAL FIXTURES ARE GIVING ELECTRICAL SHOCK WHEN WE USE HOME APPLIANCES. THE BATHROOM TOILET, FLOORS AND TERRACES JOINTS AND CRACKS ARE NOT FILLED UP AND ALL CONCRETE MATERIAL IS LYING ON THE TERRACE WHICH IS HURTING OUR FEET.
PLS ADVICE WHAT ACTION CAN BE TAKEN AGAINST THE BUILDER AND THE SOCIETY FOR NOT ISSUING A RECPT FOR THE MAINTENANCE PAID N THE BUILDER DEFAMING ME THAT I HAVE NOT TAKEN A LEGAL POSSESSION.

Send registered letter to society and builder regarding the facilities not provided, denied to you.

Water and electricity can not be stopped. Lodge complaint with the registrar of societies.

Send letter to state handicap welfare unit.

File consumer complaint against the society and builder.

Consult with local lawyer.
