Problem in getting noc for sale of property from society

Hi. I have sold my flat and the buyer needs NOC certificate for procuring loan from bank hence i gave written application for the same on 23rd October to The Chairman and secretary of the society.I waited for their response for 2 days and then called them on their cell but no response hence i called the auditor of the society wherein he informed me that he had already given the list of documents required for issuing NOC which i think was not mandatory. however i still personally took the documents to secretary in the morning itself and waited till afternoon like mad but he was just ignoring me. then in afternoon he arrived like maharaja checked all my documents and took cheque of Rs.20600/- from me with assurance that he will deposit the same on Monday morning itself and issue the NOC letter on Wednesday after clearnace of cheque.However, i once again visited on Wednesday but no response from chairman or secretary.In night at 10 am i agn spoke to them and reply comes from chairman i am busy i dont have time and reply from secretary the cheque has not been cleared. i felt very embarrass and left from there and next morning that is today i went to my bank to check whether cheque has been cleared so bank manager mentioned me that no cheque has come for clearance which clearly shows they have not yet deposited my cheque or late deposited. secondly NOC letter was type by myself on society letterhead since they dont have time. Now you tell sir it is totally case of harassment as an alone lady. what action can i take against the same? Please help me in regards to the same. I am totally fedup. Please reply.

society is bound to give NOC if transfer charges have been paid . if society refuses to do so complaint to DY registrar ccooperative societies

MC MEETING HELD ONCE IN A MONTH TO DECIDE SUCH LETTERS TRF ETC,
This being Honorary work, No one may be available to go to Bank every day to deposit Cheque and veryfy next day , bounced or deposited
Clerical work involved, and who will do it, leaving their personal job as well as office duties!!
Society work is Limited to once a week or so by Mg Committee.
It is not a business.
You won't get anything by taking action.
If you will handle it, you will had it.
Any one come when secretary is having dinner, or with guest, or going to Dr.
no one is free.

Mr. Shroff i agree with your reply but tell me one thing when someone gives the commmitment as a Chairman and Secretary then is not his & her duty to complete it. Secondly they dont do this work personally but they have hired the person for doing this job then whats the issue? Is it looks good when Chairman or Secretary avoid the calls of member of society when that person is calling for 2-3 days. Secondly they are in city itself and inform we are out of town. You tell me when i gave application letter for NOC well in advance. secondly all my documents were checked by them on Sunday which was all clear. Transfer Cheque handed over to them on time. All dues has been cleared on time. They gave me letterhead to type NOC letter and bring for signing then what an issue to give one signature. As i have flat at one place and i stay at another place. They personally told me to come on Wednesday. I came in afternoon and they made me waited till 10.30 pm in night and just no response from them then what should i do? Can you tell me? I never disturbed them. If they cant keep their commitment then they should not commit for any thing.

This is a local issue, you may have to bear with the inconveniences, instead you want to take legal route, you will get more delayed, hence approach the office bearers with some courtesy, you will get the job done immediately.
