Very unfortunate that ur father did not get a proper sale deed executed and registered. As such legally ur father did not get title to the land. But as ur father was occupying the land since 24 years, u may claim title by adverse possession. However it is better u consult a local lawyer. your proposal to use the blank stamp paper is absolutely not advisable, Do'nt do it. It may amount to forgery.

Now the seller will have to complete the sale by executing and registering a deed of conveyance. of the seller or buyer is dead then their respective legal heirs can do so.

Ask the seller to complete the registered sale deed in favor of legal heirs. Unregistered sale on stamp paper of Rs. /- is not valid.

Your situation is pathetic.Legally you cannot enforce the sale deed execution however on mutually agreed terms, amicable settlement can be arrived at.
