No, you may get issue a legal notice to the Society and try to get NOC legally.

You will not be able to transfer the flat with out society NOC to purchaser. You can take legal action if society refuse to issue NOC.

1. There is no legal requirement to obtain "NO DUES" from Society for registration of a Sale Deed. However, it is better to get it before hand so that there is no problem in handing over physical vacant possession of the property to the vendee (purchaser).
2. Society can not issue "NOC" as asked by you.
3. What is there in the question paper where you preferred to remain "anonymous" author since such person may not be obliged by experts as per rule of this platform???
4. It is advisable to seek professional services of a local prudent lawyer for better appreciation of facts, guidance and proceeding.

Is it that the NOC has been refused or that the NOC is being issued? Is the purchaser willing to enter into the transaction even in the absence of NOC.
