former chs secretary has given loan over Rs.20 lacs to another society without any resolution, general body ok or any approval whatsoever. Not even intimated any member or his own committee. Also not cooperating by sharing details of loan, agreement, terms of repayment, interest etc. All members in dark. Now new committee and office bearers elected thanks to govt. intervention. Can new office bearer issue notice to former secretary asking for details else under which section file criminal process

How can a CHS advance loan to any member? Is it allowed in the Bye-laws adopted by CHS or MCS Act/Rules? Answer is NO.
Lodge a police complaint against the persons involved.
Consult and engage a local prudent lawyer.
