a local person targets a family from the village.the family was the head of the caste association at the village level.The said person starts a new association and with the help of selected people he targets the family.he does not allow them to attend any function.he does not allow anybody from the village to lift the dead body from the said family.he collects the people from village at the temple and makes them to take the oath to not talk with the family at all and not to attend any of the ceremony and not to allow in any of the ceremony.
the family is highly educated and does not have any criminal record.
In above circumstances if the harassment and subversive activity case is maintainable?can the family launch a case against the said person and if yes how to proceed?

yes its maintainable, you send telegram directly local and higher officer and local judicial magistrate.

The 'family' can file both civil and criminal case against the said person.
