Fraud by builder

I am Residing at mumbai, recently i have booked one flat which is situated at nalasopara west,first i visited at broker office, they showed me flat and told me all this is legal construction and told me that flat purchased by investor now investor want to sell this flat but i asked with investor he told me, that flat selling authorities taken by me from builder and he has all the releavant document with original copy, i trusted on him and i pay 1 lakh 50 tousand and broker fees 25 thousand, and they told me you will get possession in may, investor show me wrong site, now investor not paying my refund and not agree to given flat, when i enquiry about that flat that flat already booked by another person told me builder. now what i taken steps

you have been cheated by investor . how can you part with 1, 50,000 without consulting lawyer . ? issue legal notice to investor and broker . file complaint of cheating against them
