Credit card default case

My friend has salary account in HDFC bank for the last 4 years. He has credit card of the bank as well.He has taken personal loan which EMI is being paid regularly for the last 9 months. Two months ago he got an offer of loan on his credit card of Rs 1 lac. He availed the loan and it got credited in his a/c. But when he tried to withdraw he could not. As enquired in the bank they said this amount is blocked since he has 1 lakh 20 thousand pending on another credit card. He said he never has any other credit card of HDFC also how the bank can issue two different credit card to the same person. They have not any logical answer. Now his salary when got transfered in his a/c on 28 the of this month, has been blocked by the bank. Please guide what to do.

Saying, asking, telling are all verbal modes of communication and difficult to prove.

Transact in writing under proper acknowledgment and ask to vacate the lien immediately and demand to supply all communications,notice(s) sent by bank and CC issuance application alongwith KYC docs in bank record, charge slips signed by card holder, CC statements of each month with POD, etc etc……………..
Lodge complaint under proper acknowledgment, with Grievance Redressal of Bank, MD/CEO: Aditya Puri ( aditya.puri@hdfcbank.com) Code Compliance officer, CEPD-RBI……………….
Or approach DCDRF preferably under expert advise of a counsel specializing in consumer matters.

Lodge complaint through e- mail followed by registered letter to the local Branch, Chairman and other senior officials.
Meanwhile open salary account in some other Bank and request your employer to send salary in your new account.
If no positive response of your efforts. send legal notice.

Do you mean to say that he never had another card and the said card is fraudlently made and delivered to someone else.
Please check this fact and come back if this is really true (least likely)
