Pls guide.

The private citizen or an association of private citizen can implead themselves in the matter.
Dr J C Vashista (Expert) 19 October 2017
It is only the parties who can institute contempt of court, however, authorities may be notified along with copy of the orders passed by Hon'ble Court to maintain status quo.
Surrender K Singal (Expert) 22 October 2017
Any body, affected by the disrespect of Court Orders, may inform that Court for initiation of Contempt of Court proceedings by that Court under the Contempt of Court Act, 1971
