Conspirators in attempt to murder

In the case attempt to murder of my kin the police have arrested the supari killers but they aren't touching the actual conspirators who hired them to kill my kin, although the conspirators have strong motives, criminal background, and are linked to the supari killers. Also they are chargesheeted for issuing death threats to my kin and myself. Will they ever be arrested?

You file a criminal Writ of Mandamus in Highcourt against the police seeking directions to the police to arrest the conspirators who are trying to escape from clutches of law with money power and influence.
