What is the purpose? There is no laid down rules as such as per my knowledge. But every organization do frame such rules to get the work from the employees in case of exigencies. It is not a right. Prior permission to be obtained even though there is a provision in the organisation. It is not a right.
Had you mentioned the real problem, you could have got the appropriate answer.
However, compensatory off (not leave) is granted to an employee in lieu of his duty on weekly off or on permissible number of holidays in operative offices of the Government dealing with running of essential services, e.g., hospitals, post offices, etc.
