41A crpc

Dear Experts,

In kidnap case police sent 41a crpc notice to ladies 1 month back. Ladies directly refuse to come at PS...Police neither arresting them nor preparing charge sheet.

Note:
CI of the station saying they need to wait for 2 to 3 months after sending notice...Is this procedure is correct???

What I need to do speedup my charge sheet.
Plz advice
My FIR got registered in the month of October 2017...

Case at PS level

Kidnap case got registered in police station with following IPC 323,363,506, r/w149. Total 16 members are involved in this crime. Based on CCTV footage 12 got arrested...for 4 ladies police sent notice 41a crpc one month back. Ladies directly refuse to come PS and police not taking any action against them nor filling charge sheet. Plz advice
