The pil raised by the lawyer asked for presidents rule based on cotings of specific cases which can happen at any state. morwover president's rule is the sole preserve of the President and the judiciary has no way of instructing or affecting the same. A specific fundamental right was not affected of the petitioner. The pil therefore seems frivolous and did not have application of mind to connect cause and effect and mitigatiom suggested i.e. president's rule was not in the powers of the court.
