Written submissions in appeal

After filing of reply in an appeal case by the respondent if the respondent wants to skip the oral arguments then does submitting the written submissions in summary with valid grounds are better in a dvact criminal appeal ? Will the judge consider written submissions while making the final order in appeal ?
