They don't need a work permit..
But yes it is required for them to produce a Resident permit issued by their government authority i.e The settlement officer appointed by then Central Tibetan administeration.(Dhramsala)

Thanks for the reply.. but i am aware of that... but i need the Government of India notification by which the tibetan refugees are allowed to work..
