Women helpline powers

What are responsibilities and power of women helpline cell of state government ? Can it directly submit it's report to court or it submits it's report to police ?

They send the failure report to Police after mediations. Police and volunteers try their best to help understand the aggrieved party of its rights and limitations. But Foolish people still abuse the law just to wreck vengeance on the husband and its family.
