The woman cell is a reconciliatory body of delhi police. If you donot go to woman cell then there is no reconcialiation. so the case/complaint will be transferred to local police station having jurisdiction. and the local police will take charge of case and proceed like any other case. Pls find attached a judgement in which CAW cell relevance has been cited.

women's cell is a reconciliatory body. If it is likely that the matter can be reconciled, you may otherwise not necessary, no punishment.
