You can ask judge to allow your wife to stay in shelter house provided you first build a shelter home and donate it to the government since as of date i have not seen any government shelter homes .

Else you may have to start a campagian to build shelter homes like Mr Modi has asked co-operates  and others to start donating toilets in villages .

If you ask the judge to lodge your wife in a shelter home then it might go against you as the judge may not take the request kindly.

Instead, there could be a subtle way to bring out this fact. Usually DV cases continue for a year or two after lodging without any significant movement in terms of speed of trial and are almost always filed a couple of months after the women has deserted. So there is significant delay when this subject is touched upon. so you can

1. Go the the judge with the list of the names of PO in the area.
2. List of shelter homes in your area.
3. Ask the judge that the ministry for women and child development, the apex ministry for women has created several shelter homes and it is the responsibility of the POs to lodge women in need in such shelter homes.

Argument is, after so much time has passed, why hasn't the women sought to stay in a shelter home when she has no place of residence. You can also mention that you are in need of protection from your wife and since she has voluntarily left, why hasn't she sought refuge in a shelter home. You are willing to take care of her expenses if she desires to do so and the judge may lodge her in a shelter home so that she gets the necessary protection without any intervention.
