whom to complain first and to scare someone?

if we wanna to complain about someone that the person is not providing money to home and roaming in the whole city by telling lies.
when his/her child asks some material related to study then sends a message that"sir is in hospital call again later".
than what are the sections applicable on him/her and whom to conplain because the person ia not scared by the local police also
