Who r dependent of government employees

My father adopted a mentally retarded with cerebral palsy child who is now 25 yrs.is he a dependent of my elder brother who is state government employee.can my elder brother claim medical benefits.Father no more.

I do not think that there is any specific law in this regard even if the person was real brother of the government servant.
