Who own the permanent construction at rental place?

If a tenant done some extra permanent construction (Concrete, bricks) on rental place. Please let me know, who has legal rights for this extra construction.

Any modifications should be done by approvals from competent authority, written permission and agreement from the owner.  If it is not done, it is proper not to make any claims and settle the issue with mutual discussions.  (When a tenant made modifications to suit his needs without or with permission, the owner need not pay expenses if not agreed orally or in writing before)
