Yes but only of crminal proceeding. In civil case stranger is not allowed, Specially in U.P. and Uttarakhand.
This also depends on General rules framed by concerned High court under which the court is situated.

No stranger can apply for a certify copy if the case is pending in some court, a stranger only can apply of the case is already decided by the Court as it becomes public document.
