The persons who have been issued with gas book at place Y are fitting into "consumer".  For place X there is no such contract fo supply from place Y.

yes the subscribers of company do fall within the definition of "consumer"...........n the company who has issued gas books is in this case impliedly agreed to provide service at a particular place..........n provided service for 7 long years.......to flee away from that place n leaving its subscribers in lurch.....amounts to unfair trade practice and is a consumer dispute.......hence consumer complaint is the best available option.......
