whether final untrace report issued by police station which will be sent to acp can be given for insurance claim

The Final report prepared by police state that the lost vehicle is untraced and the thieves are also untraced. it is to be sent to ACP.
the photo of the same has been given to me.kindly help if this can used or be given for insurance claim where insurance company is asking for court certified final report. Pls note i live in navi mumbai where police commisionarate system is in force.
