I would like to know what problems are faced when a case is filed against police officers of the local police station as a result of their inaction against local criminals. I would also like to have an approximate cost estimate.

You have not mentioned whether it is FIR or Complain as the both are different in nature

big problem is prior permission form government in delhi LG.

There are large pandancy of such complaints in office of LG which are waiting for dispossal. onlyafer thant you can take action against any public servant.
Or it will bettter if you meet an advocate
