If an RTI is not replied and acknowledged, it is deemed to be refusal. An appeal is filed to first appellant authority, who in turn asks for personal hearing. What is the relevance of such personal hearing and calling?
What is repurcussion if appellant fails to appear? It is case of deemed refusal and no other cause of appeal.

as per my knowledge, appeal should be file only if your not satisfied with reply,
when you didnt got reply, the appeal is not valid.
you should file application againt PIO, who didnt reply your rti in 3o days which is violation of law

You have Two Options. One U can file A Complaint before the Information Commission of u'r State u/s 18 of the RTI Act, 2005. Secondly U can file Appeal before the First Appellate Authority u/s 19 of the RTI Act, 2005. Lasly U can file A Consumer Complaint before the DCDRF of u'r Area. for Deficiency in service.
