What happens for snake catchers for relocation of snakes

Hi,

  Recently from  my layout association 2 people have been caught by CID and forest police for catching and relocation of the snakes. They were relocating  poisonous snakes to a national park.  As they were doing community service, is it still a crime to relocate snakes which could be harmful to the community?
