Wants to Legel Way for this

બે મકાન વચ્ચે થી પાણી નિકાલ માટે નો રસ્તો આવેલો છે અને એ રસ્તો સરકારી છે પરંતુ એ રસ્તો આ બે મકાન ના માલીકો વાપરતા આવેલા છે પરંતુ ત્યારબાદ એક મકાન ના માલિક એ તે રસ્તો બંધ કરી પોતાની તરફ લઈ લીધેલ છે અને બીજા મકાનમાલિક ને તે રસ્તો પાણી નિકાલ માટે વાપરવા મારતો નથી તો બીજો મકાનમાલિક કાયદા ની રૂએ શું કરી શકશે રસ્તો ફરીથી ખોલાવવા માટે ?
