Walta act 2002, andhra pradesh

Hi,

Is CONSTRICTING a heritage drainage canal and subsequently constructing a 3 storeyed commercial complex on the land this obtained for hefty rents by people, who are neither poor nor landless people in search of housing for family, a violation of AP WALTA ACT 2002, CHAPTER 4, SECTION 23?

What is AP Walta act?

AN ACT TO PROMOTE WATER CONSERVATION, AND TREE COVER AND REGULATE THE EXPLOITATION AND USE OF GROUND AND SURFACE WATER FOR PROTECTION AND CONSERVATION OF WATER SOURCES, LAND AND ENVIRONMENT AND MATTERS, CONNECTED THEREWITH OR INCIDENTAL THERETO.
