Very urgent - midc transfer order condition not fulfilled

MIDC passed a transfer order for a plot from an individual to a partnership firm in which this individual was a partner. The following is very specifically mentioned in this order.

"This consent shall not be operative unless Supplementary Agreement to Lease is not executed."

The above agreement is not executed even after 10+ years have passed and now both the partners have deceased who were partners in the partnership firm.
