Vendors for co operative society

Dear Sir / Madam,

A co operative housing society having commercial shops on the ground floor, wants to install electronic survillience in and around society premises. There is a vendor for the same who owns one of the commercial shops and thus he is the member of the comittee. The society asks for multiple quotations from different vendors. Now the rule usually (as per my knowledge) is lowest & compititive quotation takes the order. Here the member of the comittee being one of the vendors can obviously have a look at the quotations and can quote accordingly claiming he quoted the lowest. Which can also mean the quotation was leaked to one of the vendors. which is unfair to other vendors who quoted or to that vendor who actually quoted the lowest.

I wanted to ask is there any such law in above scenario where the vendor who is a member should not be allowed to see quotations or a member who is co-incidently a vendor should not be allowed to quote?
