Utilisation of spare space in society for society use

Sir I am a resident from Navi Mumbai, in my society we have an utilise space which society has decided to construct toilet for society use, we already have 1 toilet in society but aditional one is as service for commeetial shops. Can society construct toilets, does society need to take permission from NMMC for this.
