Use of proxy and vpn servers in india

Hi,

I am software guy who works with some open source projects. I am kind of curious about the current Indian Cyber law or any other law with regard to VPNs and Proxy servers?

Are using proxy server for web browsing or downloads like torrents legal in India? If I have to use a proxy server is there any regulation that i need to follow?

You may search the following link https://www.dot.gov.in/content/act-rules I am not aware of any such anti privacy, anti freedom, anti liberty, blood thirsty and draconian law enacted by our worthies in Parliament.
