Under maharashtra co op housing society act

Our is a co operative housing society in mumbai registered in 2001, 3 members of the society not paying the maintenance for more than 3 years, i as a members of the society asked the committee members to follow the rules under 101 society bylaws and take the necessary action against them.

The manager of the society replied that he has to pass the resolution for taking action against these 3 defaulters in the AGM as the committee members are not authorised to take action against the defaulters without authorisation from the AGM, though the members time to time accepted the bylaws and its amendments time to time.

My question is - is it necessary or compulsory to pass resolution in the AGM for taking action against the defaulters members under 101 - of the maharashtra co op housing soceity act?
