Unauthorized body found in restricted area

my friend working as AEE(MECH) in a govt organization. one day morning he found a dead body in his office premises(unknown body ).his office is in restricted area .so he orally informed to police .but the police filed a FIR on my friend. and asking for compensation for unknown person body.please help in this regard.
